In saucepan bring water, butter, pepper, nutmeg, and salt to boil. Add flour all at once, stirring constantly. Remove from the heat and stir well to mix thoroughly. Return to heat and stir until the paste leaves the sides of the pan. Remove from heat. Lightly beat eggs and using the same wooden spoon, add the eggs to the flour paste a little at a time,beating well, until smooth, thick and glossy. Mix in most of the cheese. Using a pastry bag fitted with a small plain nozzle, pipe out 1 inch balls of dough onto parchment lined baking sheet. Brush with the beaten egg, smoothing out the tops a little.
