Vietnamese Dipping Sauce - Nuoc Mam Cham

1/4 cup coconut milk or water
1 teaspon rice vinegar
1 teaspoon sugar
1 small red chili, seeded and chopped, or 1/4 plus teaspoon dried red chili
3 cloves garlic, minced
1 tablespoon lime juice
2 tablespoons fish sauce

Combine all ingredients in a small bowl, making sure the sugar is totally dissolved. Serve over rice, or as a dipping sauce for spring rolls and other delicious rolled up goodies.
