Heat oil to about 1/2 inch depth in wok or saute pan and fry the strips just until golden. Remove to a paper towel lined baking sheet and set aside. In glass or ceramic batter bowl place the cauliflower and broccoli and cover with a glass plate or other lid. Cook in microwave 3 minutes. Remove lid and allow to cool. Combine vegetables, coriander, scallions, water chestnuts, sesame seeds, and romaine in a salad bowl. Mix sesame oil, vinegar, salt, sugar, and soy sauce together and pour over salad.
