In food processor with steel chopping blade in place, whirl flour, baking powder, cream of tartar, salt and sugar to mix well. (Or whisk together in a batter bowl) Cut in the butter until it resembles the size of large peas. Add the milk and blend only until mixture clumps into a ball. Dump out onto a lightly floured surface and hand knead a few times. Roll out to about 1/2 inch thickness and cut into desired biscuit shapes. Arrange on a silicone lined baking sheet.
